日语中，小滨市的发音与美国参议员巴拉克·奥巴马是一样的。在2006年，奥巴马到访日本时，在那霸机场遇到了一名来自小滨市的入境官员，从此小滨市与奥巴马结缘。
奥巴马是2008年美国总统选举的热门人选之一，因此，当地30名观光协会成员成立了奥巴马选举应援会。村上利夫市长说：奥巴马的宣传效果很好，来我市的外国的观光者有可能会因此增加。并且计划和奥巴马的出身地，夏威夷的火奴鲁鲁结成友好城市。
